The Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka), together with its public sector wing, the Association of Public Finance Accountants of Sri Lanka (APFASL) inaugurated the second batch of the Master of Public Financial Management (MPFM) Degree Programme on 24 July 2026 at the CA Sri Lanka Auditorium, welcoming 65 public sector professionals from across the country.
The ceremony was graced by Professor Indika Karunathilake, Vice Chancellor of the University of Colombo, as Chief Guest. Also in attendance were CA Sri Lanka President Tishan Subasinghe, APFASL President K. V. C. Dilrukshi, Chief Executive Officer of CA Sri Lanka Lakmali Priyangika; members of the Board of Study; distinguished academics; and senior practitioners from the Ministry of Finance, the Inland Revenue Department and the National Audit Office.
Addressing the gathering, Professor Indika Karunathilake commended CA Sri Lanka and APFASL for introducing a nationally recognised Master’s degree dedicated to public financial management. He noted that the programme would strengthen Sri Lanka’s public financial management system by developing a new generation of competent public finance professionals capable of leading governance, fiscal and digital reforms.
Tishan Subasinghe hailed the MPFM Degree as a significant and forward-looking initiative that aligns with Sri Lanka’s ongoing public sector reform efforts. He noted that the programme equips finance professionals with the specialised knowledge and competencies required to address evolving challenges in public financial management, governance, budgeting, auditing and digital transformation.
Congratulating APFASL on the successful completion of examinations of its first batch of students in July 2026, Subasinghe described the achievement as an important milestone in advancing professional excellence within the public sector. He further expressed confidence that the second intake would continue to build a highly skilled cadre of finance professionals, thereby contributing to stronger governance, enhanced accountability and improved public sector performance.
The MPFM Degree, recognised by the Ministry of Education and the University Grants Commission at SLQF Level 9, is Sri Lanka’s premier postgraduate qualification dedicated exclusively to public financial management. Delivered by a distinguished panel of university academics and senior public sector practitioners, the programme prepares professionals to strengthen governance, accountability and financial stewardship across government institutions.
